Montana Streamlining
Staff from different agencies came together in 1993 to form Montana’s small community support group (Water, Wastewater, & Solid Waste Action Coordinating Team – W2ASACT). Montana has a number of water and wastewater projects that need multiple funding sources to cover all project costs. A Uniform Application was designed that allows a community to use ONE application to be submitted to funding agencies, both State and Federal. There can be follow-up from an agency needing more information after the Uniform Application is submitted. This facilitates information between agencies, once a project with multiple funding sources is confirmed by all funders. When bids are received and the contractor starts work we ask the community to use a uniform tracking spreadsheet so all funding agencies know who paid for what cost on the project.
The tracking sheets shown below are used when a project has multiple funding sources. (Please note that these tracking sheets can be used without a uniform application.) This tracks the budget and the invoices that are paid. Note on the attached example they did go over their original budget so the community put in the overage of $6,000. These tracking documents along with a copy of the invoices are attached to each draw form whatever source is paying for that disbursement. This keep all funders up to date on who is paying for what. It’s a simple spreadsheet but this is what seems to work well for the Montana small communities. It also keeps the funder informed on the status of funds used.
